Samuel Cohen was born in New York, where as a young man he rose to the position of Assistant Director of the Beth Israel Hospital. In 1933, he accepted an offer to become the Superintendent of the yet unopened Jewish General Hospital. He was entirely in charge of hiring physicians, surgeons, nurses, maintenance and support staff of which he later said “We tied to get as many Jewish staff as we could.” He set high standards for clinical care, and established the values that the hospital follows to this day. He insisted on respected Jewish values, most notably the Kosher food service, while being open to patients of every faith and creed. Samuel Cohen continued as Superintendent of the hospital through the tribulations of the Depression and the Second World War, and then through the period of the hospital’s greatest growth, all the while insisting on the development and maintenance of high standards and promoting the hospital’s rapidly improving reputation. He oversaw the expansion of the laboratory facilities, the creation of the Teaching Hospital, the School of Nursing, the Social Services Department, and the annual maintenance campaigns. He also played a large part in the Hospital’s first two major expansion campaigns noting of the first few years “We opened one floor, then another floor, and we found out before long that the hospital was getting small.” Mr. Cohen retired from his position of administrative leadership on December 31, 1967, but continued his close ties with the JGH, both as a friend and a source of advice. In 1994 Mr. Cohen received the first ever Distinguished Service Award from the Jewish General Hospital. He died in 2000 aged 100 years old.

The fonds contains records which provide both an administrative and intimate picture of the hospital’s history from before its inception, through the difficult years of the Second World War, followed by the growing pains of the 1950s and 1960s, to the early 1970s shortly after Samuel Cohen’s retirement in 1967. The largest and most comprehensive series is the Administrative Documents (PF4.2) which provides details of the diverse administrative matters to which Samuel Cohen attended to ensure the hospital’s successful opening and its sustainability over the years. The series contains letters, financial documents, annual meeting reports and minutes, as well as materials related to human resources, hospital rules and regulations, various hospital committees he served on, and coordination with McGill University as a teaching hospital. Also included are some documents created during the communication with the governments at various levels. Series “Foundation of the Hospital” (PF4.1) and series “Building Expansion & Extensions” (PF4.4) contain mainly correspondence, quotes, and architectural blueprints and drawings related to the construction of the hospital building from 1933 to the 1960s, with PF4.1 arranged by year and PF4.4 by subject. The series Hospital Campaigns (PF4.3) contains material related to various hospital Campaigns from the late 1930s to the 1960s. It is related to a relatively smaller series Donations (PF4.11) which includes materials pertinent to donations associated with some specific campaigns in the Hospital Campaigns series. The materials in PF4.11 are arranged in three subjects “Estates”, “Corporate Donations” and “Individual Donations”, dating from the 1930s to the 1950s. The series “Nursing” (PF4.5) contains correspondence, pamphlets, newspaper clippings and advertisements regarding the creation of the hospital’s School of Nursing, as well as building plans for the Nurses’ Home in 1931 and plans for the School of Nursing in the 1940s. Minutes from the Nursing Service Committee dated in the 1950s and 60s are also included. There is a series of Correspondence (PF4.6) which contains Cohen’s correspondence with other organizations and individuals related to everyday operation of the hospital. Some personal correspondence can also be found. A small series Women’s Auxiliary (PF4.7) contains textual material related to its Annual Meetings and its various fundraising events in the 1940s and the April in Paris fundraising ball in 1961. Events (PF4.8) and Clippings (PF4.10) contain textual material pertaining to various hospital events with the first focusing on the hospital’s 25th anniversary in 1959 and second containing Yiddish newspaper clippings dated from 1951 to 1966.
Photographs series (PF4.9) contains black and white photos that provide images of the hospital in the 1930s and diverse aspects of its operations from the 1950s to 1970s. The Member Associations (PF4.12) contains pamphlets, letters, by-laws, newspaper articles pertaining to the associations of which the Jewish General Hospital was a member between the 1930s and 1960s. Publications (PF4.13) contains Newsletters of the News Research Service, a copy of the Canadian Jewish Chronicle and medical pamphlets on various topics from 1930s to 1940s. The special War Time Planning series (PF4.14) contains material related to the Hospital’s role before and during the Second World War, from the hospital’s efforts in hiring German Jewish doctors and Jewish refugees as hospital personnel, purchase of the Victory Loans, Blood Collection Drive, civil defense, to the efforts in managing the day-to-day operations of the hospital with much limited resources. Social Services series (PF4.15) contains statistics sheets, correspondence, minutes of the hospital’s Social Services Committee between 1934 and 1944. It also includes material on the cooperation with McGill University School of Social Work. Hospital Projects (PF4.16) contains textual material mainly on Blood Transfusions and Blood Donor Clinics of the hospital from the 1940s, as well as material on coordinating care for patients with chronic diseases and elderly care with other local institutions from 1959 to 1965. Mementos (PF4.17) as the last series of the fonds contains an assortment of keepsake items of some events that Cohen attended from the 1940s to 1960s. It also includes ticket stubs of Mr & Mrs Cohen’s train trip from Montreal to Los Angeles in 1953. Some personal souvenirs of Margot Cohen (Samuel Cohen’s daughter) can also be found in this series.

The next file (PF4.2.2) "Employee Information", includes Rules & Regulation for Medical Interns, Employee Pension Plans, Hiring, Hospital Appointments, Wages, Labour Agreements, Union Information, & Blue Cross Employee Insurance Plans. The Government Materials File (PF4.2.3) contains material related to the City of Montreal, the Quebec Government and the Federal Government, including licenses, regulations and grant information. The Contractors & Billing File (PF4.2.4) contains receipts & bills from the Hospital’s contractors, including Electricity, Coal & Fuel and Canadian Pacific Railways. The first file (PF4.3.1) contains material related to the Annual Maintenance campaigns from 1938-1941 and 1947. The second file (PF4.3.2) contains material related to the joint campaign with the Combined Jewish Appeal in the 1940s. It contains a campaign worker’s bulletin, correspondence, budgets, memoranda, “the Campaigner”, Hospital statistics, Newspaper clippings, publicity pamphlets and a publicity poster. The last file (PF4.3.3) contains material from the Building Expansion campaign in the 1950s and 1960s to raise $5,500,000. It includes invitations to events and dedication ceremonies, and a fundraising concert with Lena Horne, publicity posters and pamphlets, correspondence, hospital statistics, and campaign committee memoranda.

This series contains Samuel Cohen’s correspondence with organizations and individuals. Some of the correspondence relates to the everyday operations of the hospital, and some are letters of condolence and greeting cards. The (PF4.6.1) first file is letters written to Samuel Cohen from numerous sick benefit associations in the 1930s & 40s. The next file (PF4.6.2) contains correspondence between Samuel Cohen and religious organizations and Jewish congregations across Montreal, Quebec and Canada. File PF4.6.3 contains correspondence between Cohen and other Canadian and American hospital administrators including the Mount Sinai Sanatorium in St Agathe. PF4.6.4 contains correspondence between Cohen and orphanages, couples requesting adoptions through the hospital. PF4.6.5 contains correspondence, mostly solicitations, from patients and their family’s regarding patient health updates, information, and placement. File PF4.6.6 contains correspondence between Samuel Cohen and Mrs. C. Magruder. The Allan Bronfman file (PF4.6.7) contains letters between Bronfman and Cohen, but also administrative letters written by Bronfman to other members of the Hospital and montreal community. The last files contain the correspondence of Michael Hirsch (PF4.6.8), Marcus Sperber (PF4.6.9), Horace R. Cohen (PF4.6.10), Samuel Bronfman (PF4.6.11.) File PF4.6.12 contains miscellaneous correspondence between Cohen and associates of the hospital, including Sir George Williams College, Montreal Tramways Commission and Diamond Taxi Cabs (1930s.) File PF4.6.13 contains private correspondence and letters addressed to Mr and Mrs. Sam Cohen in the 1950s. It contains three files “Estates”, “Corporate Donations” and “Individual Donations.” A sub-file (PF4.11.1-1) contains correspondence and a newspaper clipping related to the estate of Otto Zepf, a major donor to the Hospital in the 1940s. A second sub-file (PF4.11.1-2) contains the correspondence regarding a dispute over the estate of A. I. Miller in 1938. The sub-file “Leah Segal” (PF4.11.1-3) contains the last will and testament of Leah Segal from 1952. The "Corporate Donations" file (PF4.11.2) contains letters promising cheques (not included) to the hospital and campaigns, from Banks, Companies etc. It also includes receipts for donations. This file also includes a letter from the “Canada Biscuit Company” offering free cookies to recovering patients from 1935. The “Individual Donations” file (PF4.11.3) contains letters from private donors and a list of subscribers from 1942. It also includes a handwritten letter from the Canadian soprano Pauline Donalda, pledging money towards the hospital fund in 1941.

The first file (PF4.14.1) named “Refugees 1930s & 1940s” concerns German Jewish refugees seeking employment at the hospital. It includes correspondence, doctors’ resumes (in German), and requests from or about refugees to obtain positions at the hospital. The next file (PF4.14.2) contains correspondence with the Department of National Defence and materials related to war time planning and regulations, and rationing of oil & fuel, sugar & meat. PF4.14.3 contains material related to civil defence, including pamphlets on hospital evacuations, the emergency plans the hospital in the face of a disaster, and materials from a conference entitled “Civil Defence” in 1961. The Victory Loan file (PF4.14.4) contains material on the hospital’s purchases of victory loans, including receipts, letters and pamphlets. This Series contains two files regarding Hospital Projects. The first (PF4.16.1) contains material on Blood Transfusions and Blood Donor Clinics. It includes a transcript on an article on the death of a blood donor, a memorandum on blood transfusion procedures, pamphlets for blood donor clinics and catalogues for blood transfusion equipment and blood plasma storage from the 1940s. The second file (PF4.16.2) contains material from 1959-1965 on coordinating care for patients with chronic diseases and elder care with other Montreal institutions already engaged in these activities. It includes Minutes of the JGH, Jewish Convalescent Hospital, and Minutes of the Medical Survey Committee, and the Ad Hoc Medical Co-ordinating Committee. It also includes correspondence with the Committee for Care of Chronic Diseases and the Jewish Hospital of Hope. In addition there is a Newsletter from the Montreal Council of Social Agencies from 1960.

This series contains two files of mementos. The first file (PF4.17.1) contains a Ballot Notice for the Montefiore Club from 1944, a program and invitations for the 1950 dedication of the Jewish Community Services Building, a no smoking poster (no date) and a newsletter from the Canadian Hospital Association from 1965. It also contains ticket stubs for both Mrs. Samuel Cohen and Samuel Cohen for a train trip taken from Montreal to Los Angeles in 1953. The second file (PF4.17.2) contains personal souvenirs from Margot Cohen (Samuel Cohen's daughter) including photographs and press clippings of movie stars.
